An invitation to set up World's First Bio-IT Park
The Bio-IT Park, spread over an area of approximately 100 acres, will be a geographic concentration/cluster of industry(IT and Life Sciences), research institutions and sci-tech academia, which will endeavor to address the IT related needs of the global life sciences industry.
The Opportunity: Growing at a CAGR of more than 50% since 2000, the global BIO-IT industry is expected to reach approx. USD 26 billion by the year 2006. Such significant growth in the sector is primarily driven by exponential growth in the Software and Services segments.
Considering the wide recognition of India's capabilities in the IT software and services segments across the globe, the country is expected to emerge as a leading player in the BIO-IT space. The Indian Bio-IT market has been experiencing a CAGR of around 60% since last few years and is expected to reach USD 120 million by 2006.
The Plan: The Park will be developed as a public-private initiative in one of India's leading knowledge metropolis. The Government of India through its agency Software Technology Parks of India(STPI) and respective State Government would partner with the short listed private party to develop the Park. The private partner would be expected to play the role of lead developer and would be responsible to plan, design, construct, finance, market and operate the proposed Park. The role of Government agencies would be limited to one being of a facilitator.
Eligibility Criterion: Proposals are invited from established organisatons with the following minimum eligibility criteria:
Net Worth NOT LESS THAN INR 200 MILLION (or USD 4.4 million) as per the latest audited financial statement.
Annual TURNOVER NOT LESS THAN INR 300 Million (or USD 6.6 million) as per the latest audited financial statement.
Prior experience in development, design, construction and management of IT parks/biotech parks/Knowledge parks/ R&D Laboratories/ urban infrastructure/Township/Other real estate projects or any such specialised parks/ Infrastructure.
HOW TO APPLY:
Interested parties may obtain Request for Qualification document either from STPI HQ or from www.stpi.soft.net
The last date for submission of RFQ document is December 27th, 2004.
My intention is to form a Bidding Consortium and use my Knowledge Management experience to bid for the project. I have firm conviction, belief, experience and knowledge of the Bio-IT Sector. My worldwide contacts would help to assemble a group of strong and committed partners each an expert in the field of activity, which is mentioned in the RFQ. To ease work and focus on decision making, I have down loaded the RFQ document and attached it. Please study the RFQ document and reply to me ASAP. I would feel a maximum of 7 days is adequate to arrive at preliminary understanding of the opportunity and the mechanism needed to form a Bidding Consortium and bid for the project. Remember the lastdate for submission is Dec 27th, 2004. I know many of you will be in the merry mood of Christmas and i therefore feel if you are serious about this opportunity, we should complete the bidding process in the 2nd week of Dec and make merry during Christmas..!!
