Have free press - and forbid leaders to have privacy to hide money. (If you are decing for people, you must live openly that we know what you do..)

bribery can never be completely stopped. everybody has to and deserves to have a private life. if people didn't have a private life, then everybody would have to know everything about everybody else. people would not be able to have little hobies to take their mind of things, they would not be able to run off somewhere just to get away without being found.

politically speaking, leaders should not be able to hide money from the public. everybody is going to be able to bribe somebody at some point in time, even if it isn't with money. you can bribe people with just about anything. if somebody from the media gets a bad picture of a pollitical leader, then the leader may pay them not to print it. eventually though, the photographer will have it printed and make even more money. keeping things private is possible, just not everything is. until everybody is willing to be open up and admit to things, then bribery will be going on as long as the human race is in existance.

there is really nothing we can do except be open and truthful

I don't think it can be stopped it's much like flattery it's just can't stop. The government and average human uses bribary and flattery to get what they want when they can't get it. It's sad I guess that we depend on bribery to get us where we want in some things but it's a way of life and it isn't always bad.
The government has no right to hide anything from us in the political world. I do believe that we all have the right to keep our private lives private but when it comes to money and decisions nothing should be hidden. And most of all that government should STOP makinf lousy promises they can't keep just to bribe us into electing them geeze they're dumb!

But can be minized to some reasonable level by our little faithfulness to our neighbour.

I noticed thats bribery in the conservative societies is low than non-conservative societies..so i think it depend on the ethics which was before religions,,,,so if the morals and manners build in the right way no way for bribery.
So the solution is about teach and learn our children and ourselfs good manners,ethics...also every one begin from himself or herself.
Peace
