New International Economic Order?

Does there exists a causal association between the present international economic order and the development of underdevelopment in the Third world? Many Neo-marxists suggest that the present international economic order must be replaced with new one to ensure that all countries in the world enjoy fruits of development. I am not in a position to say with a higher degree of certainty in a logical manner that this assumption is right or wrong. I will definitely ponder over this to build a well-reasoned attitude towards this that would be consistent or inconsistent with what neo-marxists hold or that would be a new dimension to the analysis of neo-marxists.
Do you have anything to say about this?
