Conflict: Who is responsible?

Who is in general responsible for the emergence of conflict? Is it true in general that it is the side in the conflict that chooses first to get involved in the conflict with the other side in the conflict is not responsible for the occurance of conflict?

Simple:
Responsible is the side that wants to TAKE, but refuses to give same amount of "TAKEN" back to the other party.
