Bhutnese refugee are living in Nepal for 10th year.
The talk between bhutan and nepal has been held several times.They sined that they will recognized the refugee and will bereturn back in there own land. But till now they are not send to bhutan though they have recognized that they are bhutnese.what can be best idea to solve the problem? what will be the right way for you?

you want my honest opinion, csgopi?
first of all there needs to be a coup.
get rid of the monarch and establish some sort of socialist/democratic (not capitalist--but democratic) government.
then, there needs to be education reform to bring the literacy rate up from 40% of men and 28% of women to something more modern.
next establish health care clinics--nothing too fancy.
finally, i come back from la-la land...
and say, israel and palestine have signed documents stating that we recognize each other, yada yada yada. but they are still fighting.
why?
because peace talks and recognizing the rights of refugees means NOTHING unless both governments are willing to set aside differences and actually implement the contract.
since neither israel nor palestine trust each other (and really--would you?)--war and strife continue.
so, is bhutan to be trusted at their word? will nepal provide transportation, food, etc. for the bhutanese to return?
the right way for me, would be to ask for help from a third, impartial country, to come and help organize and implement the return of refugees to bhutan.
