Congestion in the City

Today,there is growing urban population all over the world. Coupled with the growing number of vehicles in cities,congestion is very likely. But in countries where there is poor urban planning(very narrow roads..etc),the situation is even worse. What do you think is the way forward for your city?
In my city,Kampala..some roads that were two-way have now been transformed to one-way roads.

Results of Poor Planning can be clearly seen here 
Narrow Roads, not even wide enoguh for a car are some times used for traversing. We do ahve big four lane and six lane roads, and suddenly, they narrow down to two lane roads, again widen into four lane roads. Travelling during peak hours is a major probem. Honks could be heard from everywhere, Public Transports like Buses, Auto Rickshaws, Cabs, and then private vehicles like cars, Mopeds, Bikes, Scooters, Cycles, Jeeps, etc.
You can find almost every other type of trasnportation here, right from teh primitive modes to Latest in Automobile. But, there is no regulation nor a process which would direct people to travel in a particular lane.
There is a saying, if you can drive in Hyderabad , you can drive anywhere in the world. Thats absolutely true. Here, people come from all directions and go in all directions. If you assume that a person coming from left is going to take a left turn, you are wrong. He would take either a rightturn or a u turn.
There is no civic sense and for people at home, its a nightmare till they see the people who left home safely back.
And Mass trasnportation, thats no where seen. And Public transportation, though the number is huge, many drivers are rash. they go at a speed of 60 and give a sudden break. If you are trailing it at same speed, then you can wake up in heaven.

That's quite a good issue to adress Charlie,I was actually adressing it in another post the huge number of people,vehicles and buildings in the city of Cairo..
I had that feeling that cairo's about to explode from thta huge number of people and from that big amount of pollution...
You can actually experience this when you drive on October bridge ( the main and biggest bridge in Cairo) and you just wait for hours in your car,due to that huuuge number of cars,I sometimes feel that the bridge will fall down from that huge number of cars....
And add to that ofcourse that huge amount of pollution,I'm sure that most of cairo citizens are suffering from Asthma problems,and a lot of other health problems...
There has to be a solution for that population explosion,cz Cairo doesn't seem to be the suitable place anymore for living a healthy life...

A CONTROVERSIAL PROBLEM

With the expansion and growth of cities, people migrating from the rural to the urban area. there has continued to be ingrease and overpopulation of our cities. A case study is a city in my own country Nigeria. That city is Lagos.
So congested it is that people find it hard to move even on their feets easily. Cars are everywhere that people regret having cars as mobility is always a problem with such cars.
Well, people learn from mistakes, so many ways could be employed towards curtailing this menace. First of all, the rural areas should be developed, this would prevent people from migrating from the rural to the urban areas. Job opportunities should also be created in such areas, so that people would not migrate in search of white colar jobs. Certain laws should be placed as the the number of ownership of cars. A single being could own, numbers of cars which constitutes a menace.
If possible, there should be expansion of roads where accomodative, moreso, houses should be planned and well built in arrangement with governmental architectural drawings. this prevents haphazard building of houses.
These suggestions are given based on a case study of a city (Lagos) in my own country Nigeria.
