Any disaster prevention policy?

Perhaps I need to be informed on this...does the United Nations have a disaster prevention policy atleast outlined in its charter somewhere?Among all the catastrophes that take place in Africa, the UN for sure comes in at the last moment either in form of a peacekeeping force or food aid organisation or negotiating agency between factions already in the battle fields...so many examples of this scenario exist and the most recent one being the Darfur Crisis in the Sudan.Does Koffi Annan have an advisor on anticipating trouble? i have never heard of one despite my keen follow-ups on events unfolding at the UN.Whoever is in charge ought to take it more seriously,that is if there is someone in place.
