Regulating Youth Internet Access

I just stumbled across a mention of new regulations in China curbing youth access to the Internet.
According to the article at http://www.csmonitor.com/2002/0524/p01s04-woap.html :
"[L]ast Friday, China announced more regulations to try to limit teenagers' access to the Internet to school holidays and only at Web cafes. The regulations, which apply to those ages 16 to 18, also state that they can enter Internet cafes only between 8 a.m. and 8 p.m. during school breaks, the official Xinhua news agency reported."
This is being done to curb the perceived negative influences of the rising popularity of Taiwanese TV soap operas, Hong Kong pop bands and the rising tide of consumerism in China.

Beijing Internet cafes reopen

Thirty Beijing Internet cafes closed as part of a citywide crackdown are reopening after passing safety tests, state media reported.
They are the first of the city's 2,400 Net bars given government approval to resume business after a fire killed 25 customers at an Internet cafe in Beijing's university district last month.
The cafes will operate under strict new regulations, China Youth Daily said: Smoking and underage customers will be banned, cafes must close by midnight and have unbarred windows and fire extinguishers, and all computer users must register.
Pornography, violent content or gambling will not be allowed, in line with China's already stringent controls on Internet content.

Web filters in U.S. schools

While many school districts in the United States have debated how to foster responsible use of the Internet, the federal government has now dictated a "one size fits all" solution.
Congress required schools that receive certain technology grants to install filtering software. This outweighed any arguments that good adult supervision -- not a filtering product -- is the best solution for dealing with objectionable online content (e.g. pornography, gambling). So..... all across the country, schools are installing filters or expanding their use despite flaws in the software, which sometimes blocks legitimate sites needed for lessons. Beware.... policy isn't always set by parliaments and legislatures. It is often set by government staff who set the rules for funding programs. Keep your eyes open for these kinds of things.
