racisim in schools>increse or decrease?

In schools around the world students have been affected by the whole "terrorisim" thing. Therefore incresing the bullying rate. Though has racisim increased or decreased in the past ten years? Or has it stayed the same putting into consideration the stronger laws against racisim. Here in Toronto, it is very diverse, but does that increase the racisim rates in school?
