[Poll] Digital Solidarity Fund

What have we done concerning the Millenium Development Goals. Is it not time to have the Digital Solidarity Fund in place to be able to narrow/end the Digital Divide?
Access to information is a universal right that both the rich countries and poor countries have to observe. The Digital Solidarity Fund will help to bridge the gap between the poor and the rich in terms of access to information.

To have the Digital Solidarity Fund, this will imply conributions from the rich countries, UN agencies etc.
I think much effort has to be made to convince all the parties on the importance of having such a fund

R there two options avaible to solving this case?

1: With collected money directly buy PC's and other Info Tech for impoverished areas...

2: With collected money invest into PC industry either in Developed world or in startup of such industry in Undeveloped world, with goal to produce AFFORDABLE/USABLE PC's for substantionally lower prices to be affordable.

Do my proposals sound ok, Mauritius? Would 2nd proposal go through in hmm Mauritius?

It is not only the availability of PCs but the whole process of access to information. Under developed countries are still disconnected with the information highway. They need infrastructure, PCs as well as the know how to connect to this information highway.

It is not a matter of providing the PCs, but also linking the remote places, giving access at affordable costs.

Maybe also one basic lack:

Information Technology is not enough ROBUST for general use as well. Few steps in this way would also be usefull.
