A Strange Culture

I had an interesting experience tonight. Where I live they have a special "Spring Cleaning" time period where you can put anything outside and the city will have it picked up. This starts at the beginning of Aril and goes to the end of May. People put all kinds of stuff out.
Well I discovered this week that their are people that every year drive around and look for things of value that they can take. "One man's trash is anothers treasure." And I'm not talking about a handfull of people. It's like a big group of people. My one roommate's family participates in this "scavaging". Every night she would come home and tell me about all of the things that people have just thrown away. So tonight my other roommate and myself decided to tag along to see what all of this was about. It's crazy. Their were people all over the place. It's like a big competion on who can find the most stuff. And you wouldn't believe what people just throw away. Their wer lamps, chairs, tables, fish tanks, toys, T.V.s, pictures, bikes, ect. Some of the stuff was broken, but the majority was perfect. I found it all very odd. Does anyone else know of strange sub-cultures such as this where they are from?

In the Canadian cities that i have lived in, and still do, IT is illegal to pick up or out the trash that is put out for collection by the municipality.
However, if one asks the occupant it is okay.
Once a year (not every city) i am not sure if they still do it here in Ottawa but they did try it. One day each year was set aside for displaying those things that are still good and available for anyone that needs it.
The reasoning behind the by-law which is not really enforced that much is that there are those objects that the next day will be found at the flea markets.
We've got a regular who for the past 10 years or so, every summer and fall, drives around the hood' and picks up all the bicycles and related parts.
The "centrix" stereo about 10 meters behind me was a victim i found over two years ago. Still works.
