When it "culture" not really CULTURE?

Hi, we are in South Korea. We are not Korean, but we do read, write and speak Korean and we have been in South Korea for many years over a period of time. We built and run a Web site called http://www.seoulsearching.com and the Web site is about Korea and Seoul.
Recently we exposed some really violent acts of animal abuse in South Korea. Not just eatig dogs and cats, but rather the illegal torture of dogs and cats. We are talking really psychotic and criminal behavior. How bad is it? Well, how about blow torching the hair off a dog while it is still alive? Slowly (using different voltages) electrocuting dogs and cats! Hanging dogs by the neck and then beating them as they strangle. Forcing cats (alive) into boiling waters in a pressure cooker. SARS, bird flu, and other diseases are a huge concern in Asia and the world these days, and yet these open air markets that deliberately torture animals because the Koreans (most of them) believe that such torture and deliberate abuse makes the meat better and it offers enhanced sexual powers to those who eat it, are still open?
Why? Because some people think it is a "cultural" thing. It is not. There is nothing in Korean history about torturing dogs and cats. Now, if you want to eat a dog and cat, ok. Raise it in a clean, humane setting and kill it instantly and eat it. That's one thing. Torturing them and then killing them slowly is another. We have spoken to our Korean employees, the Korean Ministry of Culture and numrous others. They all say that this is NOT cultural.
By the way some stores in Seoul sell over 1,000 dogs per day! The dogs all die in great pain and with great suffering. This is just about, if not all, 7 days per week, 365 days per year.
Q: When is "culture", NOT culture?

Culture has several meanings.
Two most important r
Culture: A way of behaviour and inter-socialization in a society.
OR
culture, as an term for manners.
I think eating dogs is a bad culture and terrible Culture.

Dietary Preferences and Slaughterhouse practices

In 2000 while confering with a Green ideologue, I got an interesting mail on the slaughterhouse practices and the importance of movement of Vegans..I am sure brothers and sisters in Korea will realze the importance of eschewing cruelty. I had a Korean friend Kim Chan Wahn who enlightened me on the traditional beleifs in Korea on the prescription of Dog meat for young married couple. Eating Dog meat is present in India in Nagaland. I had attended a lunch in Kohima in 1992 organized by Mrs.Vamuzo on the occassion of a march for protecting the forests in Nagaland and dogmeat was offered as a special dish. As a Muslim , I could not partake of the food, though I ate chicken dishes.
Being a lover of meat from the prescribed animals, I do not defend vegetarianism politically though I respect the choice of vegetarians.
While participating in discussions on these matters I suggest adoption of prayer 5 times as they are a moderating influence on consumption decisions. I am sure with the practice of prayer 5 times a day as per the monotheisitc prescription , results can be achieved for ecological targets as well..There is need to decelerate teh consumption of fossil fuel based utilties and services and I find there is need to communicate more in this direction to all.. People comfortable with meditations can start meditating 5 times a day and this can be included as part of the organization all over the world . Organizationally, there is not much change that is need for this as individuals can practice prayer individually and collectively. Best rewards are promised by Allah /God/../ for men and women who establish prayer and who give to poor and needy out of the sustenance provided by Allah/.../ the creator of all in the ehaven and on Earth

There is nothing whatsoever even remotely "cultural" about any and all animal abuse. Electrocuting dogs and cats? Hanging dogs? Beating dogs? Burning them with blow torches alive? Boiling cats alive? That's not "cultural" that's CRIMINAL.
