The Egypt’s needs to carry out the recommendations of WSIS.

Hi all,
I want to congratulate the entire world and any one put a letter in the protocol’s draft of the world summit on the information society.
I’m really interested how to carry out the recommendations of the WSIS and change the dream into reality.
One of the most important recommendations is:
* Governments need to formulate national strategies, which include e-government strategies, to make public administration more transparent efficient and democratic.
About democracy, I suggest as a specialist in public administration, to make:
1) Site in the Internet for each party, at the same system of (takingitglobal) to activate the role of the parties in Egypt.
2) A system which entitle the citizens to participate in the elections of (presidential, parliamentary and also unions and clubs) through Internet. With providing the secrecy of the participant’s vote. For that I suggest to make a bill of a law for establishing independent special institution with independent budget, for controlling the election procedures far from the executive power. (This provision to be added it in constitution if possible).
3) A system, which entitles the parliament members to vote for the bill of law through the Internet and mobile, connected to the parliamentary authority. After taking all measures required for protecting them from hacking, piracy and making sure of the member’s personality by using codes or the finger print.
4) To put the claims and suggests of the parliament members in the Internet. To entitle the citizens to know the member who deserve to be nominated for a second period and who doesn’t deserve that.
All those claims for safeguard the main principles of democracy, and to facilitate, enlarge the number of participants.

Hi all,
WSIS also recommend:
. E-business
a) Governments, international organizations and the private sector, are encourage to promote the benefits of international trade and the use of e-business, and promote the use of e-business models in developing countries and countries with economies in transition.
I think that E-business has a big priority to be applied, especially Egypt is in the stage of privatization.
For that I suggest to make the auctions through the Internet to entitle the biggest number to participate in it. As a consequence, the government will get the maximum price for the public properties, and complete its strategy for development.

Hi all,
The volume of electronic transactions conducted with the word wide web has increased from two hundred million dollars for the year 1996, to sixty billion dollars for the year 2000.
For that it’s important for Egypt to enter in this kind of transactions.
But legal obstacles might hinder communicating legally significant information through such means. Such obstacles can refer to, as the formal restrictions required by law. This formality gives the document an evidentiary power and increases its efficiency.
Document authentication: a signature must identify what is signed and making it impracticable to falsify or alter the signed or the content without detection.
For that the application of the recommendations of WSIS is a must. As it recommend that:
e) Encourage the [domestic] assessment of national law with a view to overcoming any
Obstacles to the effective use of electronic documents and transactions including electronic means of authentication.

Hi all,
It’s well needed to establish a site in the Internet for all ministries to facilitate the communication between the government and citizens to:
1) Entitle citizens to present their claims, and fulfill their interests by a comfortable way.
2) Entitle citizens to present their complaints.
3) Entitle citizens to present their suggests.
4) Illustrate to citizens the government’s progress and issuing the information needed, to entitle them to participate in the administration decisions.
5) At last, establishing a special committee, by high qualified and specialized persons, to make recommendations to be submitted to the executive power and parliamentary one, after reading the citizen’s claims, complaints, suggests.
*All that according to the recommendations of WSIS which says:
16. E-government
a) Implement e-government strategies focusing on applications aimed at innovating and promoting transparency in public administrations and democratic processes, improving efficiency and strengthening relations with citizens.
