Too often "development" means industrialization, moving from an agricultural to a manufacturing economy. This means a movement from rural areas to cities. Many countries beginning with England, then Germany, then other European countries, former European colonies and today Japan,Korea, and other Asian countries have gone down this path. This economic model may be reaching its limits, however. The industrial capitalist model requires mass consumer markets and cheap inputs. The resources are becoming scarce, and the mass consumer markets are becoming saturated. China and India still have room to expand their markets, but I wonder whether there will be enough resources. There is also the question of how much harm to the environment will occur.
I think we need to think about what development really is. The elimination of poverty, starvation and disease should definitely be the aim of development. Is the manufacturing model really the only way to achieve this goal? I think Bhutan is on the right track in looking for different measures of development. Bhutan's Happiness Index survey directly measures many objective and subjective kinds of happiness. It recognizes that people can be healthy and happy in rural areas based on agricultural economies.
I am a Westerner who has lived all his life in the USA, Europe and Japan, the most "developed" areas in the world. I don't see people very happy in these places. Too much life stress leads to unhappiness and lifestyle diseases. I think a simpler life based on agriculture and communal living would be happier and healthier. It would be far better for the earth's environment too. I am already tending a vegetable garden in anticipation of a world of scarcity and because it makes me happier and healthier.
I am not sure what "change" you are referring to.
