Trees are dropping many colorful leaves but instead of burning them, which causes air pollution, and can be bad for your health. Some alternative ways for using these leaves would be to collect them into bags and many neigboorhoods have curb side pick up, also using the leaves as mulch in the flower bed around the house. Also just simply mowing over the leaves will break them down into the soil. This trait of burning leaves was practiced in North America but now their are laws that ban burning leaves and so knowing about other ways to use and get rid of the leaves is very helpful to you and the environment. This is very good practice that is being followed. All over world such practices should be followed, we must try to avoid pollution by finding many more such alternatives. Yes, leaves are too valuable to burn. I went into a nearby park to "steal" some fallen leaves for my vegetable garden. I have about four bags of different leaves. As soon as spring comes around, I will use them to fertilize and mulch my garden.

Actually, I don't think that taking leafs home is a solution to the given issue. The idea is good, but it won’t be realized for a few reasons. Even if people bring home those leafs, they won't keep a big baskets of leafs for a long time, they just can't. Firstly, because the basket/s requires a pretty much space in the room and not every person can afford it. And the other reason is that only a small number of people will agree to do this because - take leafs home. Other's doesn't really care about the environment, that's why it's not the solution.
City representatives should try to do, at least, something smart instead of thinking that burning leafs solves the problem.
