what do people need to know in a democracy? A sketch for a website project

Hi, I'm a student at the Bergen National Academy of Art in Norway, and I'm just getting started on my bachelor's project.
In short: the idea I have is for a website that gives wider information about local politics, where the news media mainly gives narrower daily updates.

The central question is in the subject line of the thread, but there are plenty of other questions, like:
what kind of similar sites are out there?
is there some potential usefulness I've overlooked?
If anyone has some experience doing something similar, what should I keep in mind, do you have any tips?

I found a couple of pages that are similar to what I'm trying to do, except on a national level. Both from the UK:
About the activities in parlaments and assemblies:

While I think my site might be more issue-oriented, and with simpler language.
I also found one or two great examples of pages that can engage people to action as well, but I don't have the links here now.
