Youth participation in schools and universities

I would like to pose this question:
how can young people participate as main actors and taking important decisions in schools and Universities and make their voices and ideas heard and taken in serious consideration? Through which democratic and legal mechanisms?
This is a possible definition of "Youth participation" as I mean it:

Hmmm... such an interesting subject. In my country, after the fall of the Dictatorship, in Universities, students could join in their own in-uni parties and form the Student Council in each department. Those parties were formed according to the political ideas of each party in the Greek Parliament. Unfortunately, due to the huge relevance between the out-uni parties and in-uni parties, there aren't many improvements in the Universities, although students do have to the right to suggest, demand and bring changes in their departments. There isn't a common united party or council consisting of students to organise a youth movement... :/ --------------------------------------------------------------------------------------------------------- STOP CONSUMING USELESS PAPER!
