Do you believe environment "Green" regulation should be sovereign governed by local over federal or "Global government" like UN, EU ?

What do you think ? I don't think federal ( US Government ) can do everything once in one basket. Every location is different. So rules/regulation should be different for every location. More local accountability makes an community ( nation & world ) a better global.
