Teaching English in Developing Nations

Hello everyone. 
Recently I have been inspired to embark upon a mission to develop an international program to support the teaching of English in developing nations throughout the world. I plan on doing this through the development of an online portal which will grant educators and citizens access to material.
For example:
Instructional materials, worksheets, lesson plans, etc.
I also have partnered with some Open Source Software developers and have secured the ability to distribute software that will help in this goal.
Once things are running smoothly, I hope to expand by being able to provide educators with printed material and eventually guest-speakers and instructors.
However, I need your help! I need some advice on what sort of materials I can include in the portal, how I can reach educators who could use this, and general information such as the biggest challenges of teaching people English as a second language. Advice is appreciated.

Some of the materials that you can include are -
* videos
* clear "levels" of knowledge
* standardized measurements of learning per level
* certificates of for completing each level
* "fun ways" of learning the language - puzzles, games, etc
It would also be good to have someone who understands the native language of your market.
