Millennium Development Goals and ICTs

In 2000, world leaders gathered and defined the Millennium Development Goals (http://www.developmentgoals.org) at Millennium Summit. These goals aim to eradicate extreme poverty and provide primary education for all, among other things.
Given that advanced Information and Communication Technologies are available tools (to some), do you think that these tools can be used to work towards the MDGs? How? Can ICTs be used to bridge the gap between North and South?

Bridge the gap

It's important to notice that ICT, no matter how powerful and prosperous it can be, can not be the only way of identifying the gap between the North and South, neither it can be responsible to be the main way to bridge it. There are linguistic, cultural and material gaps which are historicaly deeper and older than technical. Having that all in mind - the most responsible force in our human universe is good will and permanent strive, continual effort to do something, ICT focused or ICT backboned actions included. If they are really present (and not only dead letters on the paper) good will and effort will lead at first to communication and initial interaction and later that can help in bridging the gap between rich and developed North and poor endangered South. It is interesting that mobile technology had it's unpredictable breakthrought in the least developed parts of the globe. Why? Because it's easiest available technology for communications between people. We can only be happy that we live in this age of fast changes where fast learning can help a lot both to people from North and South to find their way to cooperate and achieve their mutual goals. Mentioning that it would be interesting to know how would leaders from South formulate Millenium Development Goals? Would North and South meet in the formulation of goals first?

While ICT is not a panacea,it can be a vey powerful force. The opportunities that it could offer for example in the area of entrepreneurship could get people out of poverty, especially if entrepreneurial projects are located in rural communities. Such projects could also employ women,giving them at least economic empowerment. Cyberspace is also a good reference for sex education(and I'm referring to sites which contain info on STDs and AIDS)and knowledge on these diseases could prevent people from acquiring them, thus strengthening prevention. Governments should continue to design enabling environments where the benefits of ICTs could be easily harnessed by the people.
