CHILE, VIÑA DEL MAR EN LA NUEVA ERA DE LA GLOBALIZACION
Viña del Mar concentra el 99,3% de su población en la zona urbana, lidera la población regional con una acumulación del 20,5% . Es la comuna más poblada del país. En los últimos 10 años es posible apreciar en los diferentes periodos de gestión municipal en Viña del Mar, sus enormes conflictos políticos y de corrupción. Ej: Hotel Miramar. Y de las negociaciones inútiles en los diferentes departamentos, directivos, jefaturas que a los viñamarinos les a tocado vivir.
La ciudad se divide en los diferentes sectores. Forestal, Chorrillos, Nueva Aurora, Miraflores, Bajo y Alto, Recreo, Gómez Carreño, Reñaca bajo y alto, Viña centro y oriente, Santa Inés.
La ciudad de Viña del Mar debe tener un plan de desarrollo, una propuesta a la ciudadanía con proyección, es decir una estrategia de desarrollo de la ciudad, es la urgencia de contar con un plan con visión de modernidad, en la nueva era, es la necesidad de direccionar el crecimiento físico, económico, cultural y social, teniendo en cuenta una propuesta de gran envergadura local y otras de impacto regional. Además de ir consolidando a Viña del Mar como líder de otras ciudades.
Viña del Mar y su municipalidad debieran convocar lo antes posible y generar la concertación para la participación de empresarios, profesionales, técnicos y organismos sociales de la ciudad hacia dónde va Viña del Mar. Es decir la característica de la democracia y eficiencia a la gobernabilidad.
Hoy en pleno siglo XXI, ¿dónde están los lideres de la ciudad? Tenemos la responsabilidad local, es la capacidad de la ciudadanía para implementar políticas de la ciudad que mejoren y enriquezcan la vida de los viñamarinos.
Toda persona tiene interés en los asuntos de la comunidad y una parte de gobernar la comunidad. La autonomía es brindar a la ciudad el poder y la autoridad independiente para gobernar sus propios asuntos locales. Los ciudadanos participan con un sentido de eficacia política. Ciudades que funcionen.
La mega tendencia de Estados Unidos y de Europa es la administración de ciudad y cooperación regional, una verdadera alianza entre ciudades es tener este concepto, es tener un resultado positivo en una mayor conciencia a las inquietudes ciudadanas y una respuestas a ellas. Solo así daremos a Viña del Mar, lo que nunca debió perder, que es recuperar la tradición de la ciudad , su nivel el perfil de su gente. El plan de desarrollo, sus objetivos deberá considerar los siguientes puntos.
1) la participación ciudadana y sus instituciones para el mejoramiento de las oportunidades sociales y para el desarrollo.
2) fortalecer la función de gestión municipal, redefinir sus responsabilidades con el sentir publico y privado para la modernización de la gestión haciéndola más eficaz y transparente.
3. Estrategias de gestión, cuál es la condición de la ciudad ante la región.
El objetivo final de este plan es construir una ciudad mejor para todos los viñamarinos, que ofrezca mejores condiciones del hábitat, mayores oportunidades sociales de trabajo y de desarrollo integral , en suma mejor calidad de vida. También se estaría estructurando la ciudad a partir de los barrios o sectores, permitiendo la nacionalización y optimización de los servicios urbanos y equipamiento, así como la participación organizada de los vecinos, en el mejoramiento urbano local.
He lanzado este desafío a toda una nueva generación de viñamarinos, para hacer realidad el cambio que necesita la municipalidad de Viña del Mar 2004. Una idea de ciudad que se sustenta en la integración social. Viña del Mar necesita un plan para dignificar a la gente, para la transformación y el cambio, una ciudad de persona y ciudadanos, una ciudad para vivir, para desarrollar nuestra identidad, una ciudad de la gente de Chile y sus tradiciones. Una ciudad que sale al mundo, con visión de futuro, que tenga status con otros alcaldes del mundo.

Every person has interest in the matters of the community and a part to govern the community. The autonomy is to offer to the city the power and the independent authority to govern its own local matters. The citizens participate with a political sense of efficacy. Cities that function.

Viña of the Sea needs a plan to dignify to the people, for the transformation and the change, a city of person and citizens, a city to live, to develop our identity, a city of the people of Chile and its traditions. A city that leaves al world, with vision of future, that have status with other mayors of the world.
