Policies & Child Labour: Inextricably linked?

Do regional policies play a role in spreading child labour?
To my knowledge, there are often requirements that regional/provincial/state governments impose on low-income families in order to allow their children to attend a formal education institution. This often leads to an abundance of child labour.
Perhaps regional policies have something to do with this?
