Should the state of refugees be a top priority to national/international governments within our local communities?

Yes! the affairs of refugees should be accorded top priority.
I would explain taking the example of India. India has always had to attend to Tamil refugees in the South, Bangla refugees in the East, Tibetan refugees in the North, & Afghani refugees from the west. If we turn the pages of history 2-3 centuries back, these localities were considered as one nation. Now, the sub-continent has been broken into small states for political convenience rather than fair governance, and is flooded with instable governments, frequent ethnic strifes, natural calamities, etc.
So, when bloodlines mix, if we go back in history, why the discrimination? If we extrapolate the situation to World countries, all would be brothers or cousins from some generation.
so,why can't we think as one World family, and start acting as one. The first demonstration would be to accord a warm welcome to refugee brothers/ sisters. Governments as representatives of people, they govern, should naturally take lead.
