Today the use of Internet has made the world so small that anyone from any corner of the world can easily communicate with one another. Though massively used for convenience, it is also found to be abused equally. So, how can we encourage people for its real use rather than misusing it?

I agreed with your concept of finding an alternative to the abusive use of internet. My opinion is that, there is no problem without solution. what i think could be solutions are:
There should be an organized body responsible for scam email. they should ensure frequent visits to cybercafe.
general awareness to alert the internet user of all kinds of internet fraudulent and suggest opinions from victims on in order to know how to tackle them.

Good question. I would say educating the public on Internet privacy would help. I think people participate in unethical behavior online because they are able to hide behind their anonymity. If people were aware that their identities could be traced from IP addresses by learning how the Internet works, then I'm sure that would deter some people.
In fact, there are several ways to trace identities online. Click here to read an interesting article on how two researchers deanonymize identities across social networks using an algorithm.
I also think international laws are absolutely necessary to deter cyber crimes. That way, no matter where an Internet user is, they cannot escape prosecution for illegal online activities.

It can be almost impossible to control what type of content is appearing on the internet, that is why I think we as internet users should be 'web smart' about the types of sites we visit and information about ourselves we give out.
