Strategy and Public Policies in Africa
June 27, 2009 - 05:36 AM

Long term strategies often demand understanding the principle of delayed gratification i.e. taking the trouble today to guarantee a better tomorrow.

In each African country, there is a planning ministry that churns out vision papers each year. Unfortunately, the visions and strategic plans are only stories on paper; and none of the planners cares whether they are implemented or not. These planning exercises seem to be just scams; i.e. exercises to keep busy and continue drawing huge salaries.

In essence there has to be a connection between policy formulation and implementation. there have to be mechanisms of ensuring proper implementation. Policy should be realistic enough rather than superfluous and yet there is not political or public will towards implementation. Policy making or strategy plans should take into account lack of political will or public will, I guess, if they are to be of any meaningfulness.

The problem according to me lies in the fact that politicians dare not take some pain for the sake of future generations.

Recently, the minister of finance in Kenya announced that all Guzzlers used by our bloated cabinet would be sold. what followed were numerous press conferences; pot bellied ministers vehemently decrying the ministers suggestion.

The members of parliament can not pay tax; and they create all sorts of avenues for allowances.

In a nut shell, I guess also in personal life, we can dream of better tomorrows and even lay out super blue prints towards the same, but unless we are ready to sacrifice, it all is in vain.

I absolutely agree. Sacrifices have to be made for a more secure and better future but more than sacrifices, what is required is dedication and careful planning. With good planning and vision also there exists many different variables, including availability of budgets, support for the project and more. Many times, projects fail because of lack of support. All projects carry risks. Projects for the betterment and upliftment of the community should be encouraged and supported. Thank you for the information and insight.
