PEACEBUILDING, WHAT IS IT ALL ABOUT?
Peacebuilding is a relatively new term with in the United Nations, Civil Society, NGOs and community levels. What does it mean to you?

Hmmm...Initially, I was thinking how this term could be similar to conflict-resolution. But as 'conflict-resolution' implies, a conflict is present. Peacebuilding is a process and as such there are actors involved, and a system that is followed. It is a bigger concept and I believe it doesn't mean that a conflict is present.
What are the official definitions of it, anyway? :-)

Truth and Reconciliation Commissions

One of the techniques which many countries are turning to in peacebuilding is the creation of Commissions on Truth and Reconciliation.
South Africa was the first big example in the post-apartheid transition.
East Timor is going though it right now (see http://edition.cnn.com/2003/WORLD/asiapcf/southeast/11/19/timor.massacres.ap/index.html).
The technique is not with out its drawbacks (e.g. many people feel that those guilty of atrocities are escaping from prison sentences), but it's interesting at least from a peacebuilding perspective.

In his paper An Agenda for Peace, former UN Secretary-General Boutros Boutros-Ghali described peace-building as
Action to identify and support structures which will tend to strengthen and solidify peace in order to avoid a relapse into conflict - rebuilding the institutions and infrastructures of nations torn by civil war and strife [and tackling the] deepest causes of conflict: economic despair, social injustice and political oppression.
Peace-building can involve the following tasks:
* de-militarisation of combatants;
* electoral assistance;
* re-establishing the rule of law;
* reconstruction of civil society;
* economic assistance;
* and the return of refugees and internally displaced persons (IDPs).
Peace-building uses a multi-agency approach and operates at all levels within war-torn communities.
