Why have issues in Kosovo and Iraq caused such a great amount of uproar within the United Nations system? What part has the United States played in all of the controversy?

Uproar in Kosovo was because of massacre of Albanians by Serbian forces. The United States is a member of NATO. NATO intervened because of a United Nations resolution that demanded an end to ethnic cleansing and all military action by Serbs. The rest is history. The United States was one of the main players in the resolution of the conflict in Kosovo, hence the "controversy". Ofcourse, Iraq was always a long standing issue in the UN because of sanctions against it during Saddam Hussein's rule and the subsequent war. And oh yes, USA was also the main player or maybe the architect of sorts in this whole Iraq imbroglio.
