[Poll] Violation of Humanitarian Law in Nepal

Nepal, after the break of peace talk, has once fallen in internal conflict. Both the Maoist and Government have claimed for the implemntation of the international humanitarina law which apply both in international as well as international conflict. In spite of their claim, they both are violating international humanitarian law. Killing of civilians and destroying of the public as well as civilian's property has been very common. On the other hand they are useing land mines as well as other distructive weapons on the contrary of this law.
How can we implement humanitarian law properly in this situation ?
Can we make awareness program for the conflitcting parties ?
