Here is a great documentary discussing HAARP technology and its applications and the applications implications.
It even discussing the application of HAARP to repair the Ozone and remove pollutants. Its very interesting.

Hahha.. That's like saying can use nukes to convert terrorists.
Using a weapon to solve, a fake problem and putting a good spin on it.
I believe that HARRP is a weapon directed energy weapon, there is plenty of information out there to support this.
