How do we ensure that youth in our communities are healthy individuals leading healthy lifestyles?

Recently in BC there has been an initiative put in place by the Ministry of Education to ensure that all Middle School and Elementary school, ages 6 to 14 receive two pieces of fruit a week. This got me thinking. How do we ensure that youth in our community are healthy? Should we implement more fitness programs or opportunities for youth to get active?
But even more so, is it ever the responsibility of the community or of the government to ensure that youth are healthy? Should we be so active in promoting programs for youth? Is it worthwhile?
(for those that respond I will ensure that the opinion is passed on to my municipality for consideration)
