Is the Republic of Somalia a failed state?

The Ethiopian troops have indicated that they are willing to withdraw soon from Somalia, yet the mediated process of forming an all inclusive government is not yet ready.
The transitional national government currently in place has totally failed the Somali people as the Al-Shabaab's radical military wing is nearly taking control of the capital, Mogadishu.
The withdrawal of the Ethiopian troops will only hasten the entry of Al Shabaab to take full control and this will spell doom for the Nation, given that they are allied to Alqueda.
Very soon the bitter pangs of hunger will strike the Nation.
If AL Shabaab take over, will they too get started to the now familiar cycle of negotiations for an all inclusive Government for the Somali people...again?
How long shall we Africans and the World at large keep guessing and only giving promises that are never fulfilled?
