Why NGOs not spend all funds on the programme development

i have seen many of the NGOs used to save money from various funds given by donors and most of the component remained unimplemented, in such kind of cases what a donor or community can take action against NGO.

Same thing here, I've been thinking of this too.
It would really be a good ideal to have a set up Body that would monitor and evaluate the implementation of projects done by all NGOs. Really, setting up an NGO is not all about writing good proposal for getting sponsorship, it's not about ourselves, nor accumulating wealth etc. But it's about touching lives, giving hope to the hopeless, making life meaningful to the disadvantaged ones and ofcourse, using the money for its right purpose!
It's quite unfortunate that many NGOs are loosing focus and running after accumulation of wealth and despising those for whom they got the sponsorship. So bad!. Yep! there may not be a regulatory, monitory body, but always remember that there is an eyes up there who's watching your every acts and action. We need faithful non-for profit organisations who would keep to their name and not check out with people's money without implementing their projects.
Together, we can meaningfully touch lives if we're faithful to our call.

yah....cheating happened in many places
i couldnt comment this things until i really know the truth
we couldnt judge the book just by the cover.
i hope all NGO have independent monitoring member for evaluate finance
and...this is really INDEPENDENT
not being influenced by money
