adding another organization

I wanted to add another organization to the database here, not one of "my owm", but one I've donated to in the past & would like to spread the word about (that's alright, isn't it?), but its headquarters are in Washington D.C., & as I was trying to start the process of adding it, I couldn't get past page one, because after selecting the USA, I'm forced to choose a specific state, I can't choose "all states" collectively, & I can't choose Washington D.C., where they're based, it's a national organization, any ideas on how to add it as one?

Since it's based in DC, then that's where you should list it as located. If they want to add chapters afterwards, that can be done for any places that they operate locally. The problem came from everyone adding their org as "global" which makes categorization and displaying content really difficult.
