I think both are interwoven to each other that you cannot do or have one without the other, I mean one has to be healthy before being able to use development machines, likewise those machines produce positively when applied properly

Firstly, we should focus on the basics like food, water, sanitation, shelter etc. Thence, shall we be able to talk about tools and instrument.
technology, tools etc would mean-less to an hungry man who has got no food in his stomach!

I don't think there is a need to choose between them.
Africa does not need to be fed, nor to be given electronic toys. Most campaigns to aid Africa have no moral point when they don't address the development of the region.

I don't think that there is a need to choose between technology and meeting basic needs. One major resource that major development projects have overlooked is using and encouraging communities in Africa to develop solutions to development problems. Many of the programs tell African countries what is best and do not respect local knowledge and innovation. There are innovation solutions that are developed within Africa. i think they r important, but the more important thing is human being. nothing can not be created by itself without pepole. so people training projects must be done before technology projects

There things to be put in place for everlasting solution to Africans problem, which may result to the rapid development of Africa Continent, in my own opinion and view the TOOLS are the first things to be considered in an simple example as one of the above persons said Africa cant not be fed for now, we need the tools that are necessary to develop our continent which are under the Technology, if for say, Africans will based on technological (the TOOLS) development and rapid grow will make us a developed countries, I believed most of our problems (Africans) can be solved using technology, I want us to take a look at this, when real technology is fully fashioned food and other necessary things like health and shelters will be in simple way.

I agree with you on this subject.African countries had been importing outdated,obsolete technology which is irrelevant to their needs.
I had a chance to visit a government store in Uganda, was dismayed the level of neglect,dysfunctional technology,with no spare parts.
Make a techonology relevant to the climatic,topographical and environmental conditions of agiven country.
Get simple solutions from the recipients of technology and upgrade it
Let the people participate in the development and design of that technology.
Many multi national corporations bribe government officials into accepting technology,expired drugs,gas guzzling cars and irreplaceable technology
Africa is still a dumping ground for toxic and harmful technologies like the DDT

Though I voted for the basics, I think that is where it should start. Once they have a good system of clean water and a good amount of food, I think they should start slowly bringing in the tools they need. This way it is moderated and the chance of success will be higher because they already have something to build off of if they have the necessities.

This is a relevant question to all developing countries, not just Africa. My contention is that investment in technology sector is instrumental. It is a sector that cannot and should not be neglected for “foreseeable future” when…conditions for a favorable future cannot be determined. Who is to say that conditions will improve 10 years from hence or fifteen years from hence? Governments around the world have been struggling with poverty eradication for decades.
I think the areas that needs reforming are:
1) political structure & corruption
2) business and fiscal policies
3) trade policies, tariffs and practices
4) foreign investment and aid
5) environmental degradation and preservation of natural resources
6) gender equality and
7) terrorism
There is a tradeoff involved. Investing in technology capability and infrastructure will mean less investment in another sector. Technology investment should be seen as vital as necessary as investment in education, especially now that we live in the information age.
I think the question is not if investment in technology is a prerequisite but rather investment in what types of investments in the technology sector?
Unless government policies are well planned, with achievable and realistic objectives and well implemented and carried out, funds will be squandered. That is a bigger danger because it will create a backlash among the local population if the policies fail to bring about observable, measurable and clear benefits to the public. Digital divide is a very relevant issue. Given the pace at which the technology changes, this divide is only liable to increase.
