UN classifies rape a 'war tactic'

I found this interesting article on BBC news outling how the UN has said rape is considered to be a war tactic.

in the article is also says that
"The former commander of the UN peacekeeping force in eastern Congo, Major-General Patrick Cammaert, told the BBC he personally witnessed its impact.
"It's a very effective weapon, because the communities are totally destroyed," he said.
"You destroy communities. You punish the men, and you punish the women, doing it in front of the men."
In the Democratic Republic of Congo alone, some 40 women are raped every day.
This is shocking, but yet again a true reality we live in.
What are your views on this situation? Isn't it disgusting how women are always blamed even though they are the victims?

Nice catch ! Ofcourse this is the reality....they do what they think is good." War Tactic" nice word used in making it feel like they are really doing some good job...shame !

What does this classification mean? Surely the U.N. was already aware that rape was wrong. The article mentions the reclassification as a possible deterrent, but how does it deter people?
