Child labour is alarming, but those children work because they have to, because their families are poor. So just forbidding children to work, without offering them any help is no solution. And there are many countries that are too poor to offer those children consistent financial help.

I've heard that there were many cases when the NGOs alerted the media that the products of I-don't-know-what important company are made using child labour; that important company, so as to avoid more negative publicity, made sure that no children worked in their factories or in their subcontractors' factories -> those children were left without work and became prostitutes, thieves, got involved in gangs etc.

Culture is largely invisible to the people brought up in it.
