How can I star a recycling program at my school but keep it on a small budget so the board goes along with it?

What I did at my CEGEP is set up recycling boxes for cans, and then collect them myself with the help of others and get them picked up by a company that recycles aluminum cans. Depending on how big your school is, you could always put in the man-power yourself, and get help from friends or from an eco-club if it exists (or other club...)
The problem with getting janitors involved is that they dread any extra work, so it's usually not very successful, but doing it yourself is sometimes a good solution. You might want to start small, by at least having can recycling, and then progress upwards if it works out...
