What is the true meaning of Democracy?

This is a question that has often come to my mind. The more I read and listen to people on the subject and compare it to the actual happenings in the world, it compels me to think are we really democratic (Even countries which have democratic systems or way of governance) Would love to hear more opinions and views on the subject.

Democracy is the government of the people, by the people and for the people.
And many nations keep struggling to attain to this stage, then the question is how faster people themselves are embracing this democracy?

While the definition of democracy is generally known and accepted as a given, are these principles actually practised. What is the extent of level of participation from people in the various decisions and policies made by various Governments. In a democracy people generally vote every 4 or 5 years for the policitcal parties and leaders but again this is a very far and in between decision which does not reflect the peopl's choice on issues of pressing concern which occur at regular intervals. Governments which are inept, inefficient and incompetent are rarely dismissed by people. Should there not be a better mechanism to improve people's participation in the working of the Governement?? Are there any ideas to make such interventions possible?
