What is the effect of the current education system on the human capital?
What is the effect on the human capital if the current education system was to be changed?
Is there going to be a decrease in the literacy leve or an increase? How would Canada and the world benefit from this change in terms of greater economic growth?

The current US educational system destroys human capital. It does not close the Socio-economic status learning gap, and may actually increase it.
