Africentric school scheduled to open in Toronto in 2010

Toronto School Board trustees have proposed to respond to the estimated 40% drop-out rate of black students in secondary schools by opening an Africentric school in the city by 2010.
The article linked above goes into more detail about the proposal.
What do you think of the move to open this school? Will the students attending this new institution benefit from attending classes with peers, and being taught solely by teachers from their ethnic group? Will the drop out rate improve with students learning curriculum with a more global and particularly African focus? In general, do you think that it is a good idea to have students study with other students from their culture, race and background- or is studying in a multicultural, ethnically-diverse environment a better idea?
