Its not possible to say who has more rights as there are some rights that are universal . and everyone is entitled to enjoy them.
I think the question might be more about- whose rights need more protection/promotion?
Here comes the baggage of history, existing support systems and multiple vulnerabilties. For example, a woman with disability and living in conditions of poverty.. may be more vulnerable than a man living in urban area and living with a regular income enough for decent quality of life.
Hence, we would automatically worry more about protecting the rights of this woman here than the man.
I wonder what do others think.

When I first read the question, I understood that it meant, who enjoys his rights more? In that case, the direct (and sad) answer to this (in my country) is 'Men'.
But if this explores the question who 'should' have more rights, then I can't answer that. In my understanding, the notion of equality of rights doesn't define the optimuin settings. I prefer the term 'equity'. For instance, women who get pregnant should have the right for more sick leaves more than men or non-pregnant women!
Of course there are some basic rights that should be guaranteed to every person, but not everyone have the same package of rights.

Did you know that out of the top 10 billionares in the world none of them are women?
men have been dominating this country since the begining of time.
when a girl cheats on a guy she is called a slut. if a guy cheats on his girlfriend he is put on a pedestal. why? why? this makes no sense.
if men and women are equal why did women like alice paul and lucy burns have to starve themselves to be heard by the MEN.
men have never had to work for there rights against women because they have always been so-called superior to us.
i say ladies its time to stand up for what you belive in! if a guy cheated in your friend, slap him. slap him hard.
and dont give his face a second glance.
this is a new age...
