RIGHTS-BASED APPROACH VS. DUTY-BASED APPROACH?

Hello, our organization is writing a framework (a Peace and Development Framework) and one of the guiding principles is the Rights-based approach (in implementing programs and projects). However, there was a big debate on the use of the term because some says that this excludes those communities or groups that are duty-bearers or their lives are ran by their duties as a person or a member of the community (like Muslims, and IP communities; based on their religion).

Can you suggest a proper term that can capture the two ideas/approaches?
