Is it fair for other people?

A lot people knows Australia starts growing population almost the same time as Canada, but it has way lower population than Canada.Have you ever wandered why? Someone will probably say" because Canada has more land surface than Australia , duh."But that's not what the main reason for it. The main reason is at 1900s Australia made a policy rule:"Only certain races can go to Australia at that time." So, is that fair for other races that are illegal to go there?
