What is Democracy?

I am looking for a definition of Democracy that we can apply to the "African Democracy". This is something that has eluded me for sometime now. I will give you an example of a country with 4.5 million registered voters and more than 10 active political parties. Assuming that all the eligible registered voters go to vote, and the results come out as follows:
Party A:-1.2 million votes
Party B:-1.0 million votes
Others:- 2.3 million votes
According to the current rules of the game, Party A is the winner of the election. But the question is, did they get the majority votes? If not, would you still call this democratic and why?
