Hi wildberry,
I am the stay-at-home-dad of a 22 years old girl who lives with this problem.
We also are from Canada.
It would seem that the question you ask, is gradually being explored by community colleges and alternative programs in public schools.
In the meantime, families have to learn to pull together.
Finding the way to involve workers and families in the same direction might be where much of the solution lies.
As long as there is a power struggle for the management of the resources between the "system" and the families, then the time of the "clients" will be spent waiting in their disabilities.
Keep up the good work wildberry!
