Hello all,

In response to Kantibit's thread "Online opinion poll on who should be ICT intermediary", I thought it would be interesting to ask the question:

Who should be an ICT recipient?

Let me explain: One big problem in International Development, and particularly in ICT Development, is that too often organizations do not research the needs of the community thoroughly enough to correctly conclude that this specific community needs the implementation of an ICT project. For example, imagine a village more in need of Health rather than IT assistance. It is clear that the construction of a telecenter in that village might not be appropriate given the current situation of the community. So what I really want to know is:

Who would benefit the *most* from an IT project? Is it possible to list criteria in order to choose a country|region|community to be the recipient of an IT initiative? If so, what are these criteria?

ICT should simply be seen as a tool not as a final aim... following your example: how can ICT be a tool linked to health issues and how can the impact of ICT be positive in a local community based on the "needs" of that community.

You need to analyse ICT from a multi perspective: as information, knowledge, infrastructures, communication, diverse instruments, networks, a tool for development, access (=rigths) etc...

The criteria depends on the specifc situation, area of intervention, region, community, all these elements need to be taken into account as initiatives are implemented and policy is set.
