How Can ICT Be improved in War-tune Countries...?

Here in Liberia, the war have destroy almost every step toward an improved generation..... Our
electrical sources are all damaged, no good education.

The basis for Technology is like a magic yet. Owning a computer is like a miracle for an individual....How can we improved on ICT without supporting elements such as electricity, good institution to educate the masses and lack of qualify instructor or oroffessional to promote the importants of ICT in......lib.

What is the shortest way possible to promote and intergrate ICT as a tool for development in Post War Countries.....?

In a war - tuned country where everything is in ruins.only way to upbring the society , the people is through radio.
Radio is a good mechanism..Its easy to setup.and it has much wider reach.

Once the fundamental systems are in place..the technology will automatically gain momentum
