Interesting points Ahmed.
I just would like to add some comments regarding the topic you mentioned above. I have some experience with that since my organization also works on the same field.
((Please note that the below notes might only apply to my country))
First of all, the problems and difficulties can be summarized to 3 categories:
1- Obstacles from the government/ decision makers: Since the women is still until now considered just a decoration when put in very high positions. A strategy of trying to appear too democratic in front of the world. Evidence: Number of women representatives in Yemeni parliament (2 out of a total of 301 male).
However, while I call them obstacles and not problem makers, it is because there has been a noted improvement in engaging the women in development process and in jobs that were previously only for men. E.g there are 38 female judges.
The main reason for low participation of women in the community can be summarized in category two.
2- The second category is related to the society, culture, traditions, idoelogoies, and the education.
With no need to explain, we understand the ideologies found within most people that assume wrongly the superiority of a man. However, it is essential to start changing these wrong values in the current generation through responsible awareness, and in the future generations by education.
However, if to speak on education, many studies found that school curricula teaches wrong values that do not give the right value and position to women, and spread inequality. This side needs to be addressed.
3- The third category, which a lot might find disagreeable, is problems in the woman herself. Sometimes we face a lot of women who do not believe in the case that the woman should go and work and hold such responsibilties. Such wrong thinking poses problems, because a women in order to succeed to higher positions requires support and advocating, if not by women, then by whom. Evidence: In the parliamentary elections: number of women candidates in 1993 was 42 women out of 3166 candidate, receding to 20 out of 1311 in 1997, and then to 11 out of 301 in 2006.

I also would like to add a point regarding one of the projects the Democracy School in Yemen does in this field.
With reference to the women candidates that didn't win in the last parliamentary elections and the local council elections who reach nearly 162 women, my NGO the Democracy School is establishing a Shadow Parliament for the women, which simulates the real parliament. The objectives of this shadow parliament is: discussing women-related issues, preparing the women for the coming elections, creating support and advocate for women who will run for candidacy regardless of her political party, and creating a platform for women to speak their views in an approach that aims to destroy the wall of silence in the society.
