Capacity Development

Capacity development consists of three components:
1- Human resources
2- Capacity utilization
3- Institutional
1- Human resources, in this context focusing will be on the following
I- training; especially in the education system, primary and secondary education reform, high education reform and vocational training.
II- Budget policy and budget allocation for education
III- Scholarships for training.
2- capacity utilization:
a) public sector
- managing the development process
- civil service system including selection, promotion and incetives.
- pay policy: merit based pay initiative
- risk: weak institutions due to skill shortage, low motivation and inefficient civil services system.
- financing: domestic resources mobilization, tax and non-tax revenue collection.
b) private sector;
- training : development of financial sector, banks, isurance and capital markets
- entrepreneurship: management and productive capacity building.
- access to resources, investment climate, salary system reflects demand and supply markets.
Financail: banks and capital market.
c) development of civil society
3- institutional development:
- civil service reform
- incetives to retain staff
- open competitive recruitment policy
- promotion policy
- core function of the states.

Well i would like to notify on some points:
- the small and medium projects importance in creating new jobs
- the source of funding to encourage the new initiatives and projects
- the rural development and the importance of agricultural projects
- the inter-Arab investment projects

Very good topic an an excellent points to start a further discussions. I just want to comment about the training point and specifically the educations system issue.
I guess that educations systems is one of the dilemmas that affect us as youth living or studying in the Arab world . Although the education systems quality differs from country to country for e.g. The education system in Tunisia is far more advanced from the one in Yemen or Saudi Arabia but it still rises as challenge in almost all the Arab countries.
With rapid technology advances and the arrival of the information age, education systems as well as labor markets have undergone tremendous changes. These changes affect not only curricula and teaching methodology but also the nature of skills and competencies required of graduates and new entrants to a changing workforce in the 21st century. We should examine the importance of education in the development of nations in the new millennium and our education system should be updated to accommodate the changes of the globalization era .

I thing you touch very important points , regarding rural development, I think development of agriculture by establishing new projects can play a great role in creating a new jobs. this will prevent the Immigration of people from rural to the urban areas. Also, rural development will create jobs and this will decrease the rate of unemployemnt in the rural area.
