Executing the sick?

Ignoring SARS prevention measures punishable with death? Should that apply to those that spread AIDS? Or even the smokers that spread second hand smoking!!! Is that right though? Is it fair to say that instead of this actually encouraging people to prevent the spread of SARS it might infact have the oppostie effect of driving the afflicted away from medical help out of fear?

China threats on SARS

Hey Doorik, i posted that while reading the papers. China http://china.takingitglobal.org is or has passed a law that state that the latest dictates from the Supreme People's Court and the Supreme People's Procuratorate allow for punishments ranging from 3 years imprisonment to execution for spreading the disease, either intentionally or by disobeying health mandates. So my question is simply: Is this the right steps to take? What impact does this have on the people of China? Should we follow this type of draconian rule on the rest of the world epidemics, like AIDS, Cholera, and other viruses that are transimitted by lack of prevention.
